​SHELBY COUNTY ROADWAY SOLICITATION 

During the Fiscal Court meeting Tuesday, June 16th the Magistrates voted to approve an ordinance to require a permit to solicit donations on Shelby County roadways. A permit is now required for any solicitation of donations from occupants of motor vehicle on any roadway in Shelby County. While there is no fee to obtain a permit, you will have to have permit with you during your collection event.

WHAT YOU NEED TO KNOW

  • A Permit Is Required
    Any person or organization seeking donations from occupants of motor vehicles on roadways or medians in Shelby County must obtain a permit before soliciting.
  • No Permit Fee
    Shelby County does not charge a fee for roadway solicitation permits.
  • Apply in Advance
    Applications must be submitted at least 7 business days before the requested solicitation date.
  • County Review Within 5 Days
    Permit applications will be approved or denied within 5 business days of submission.
  • Roadway-Only Regulation
    This ordinance applies only to solicitation occurring on roadways and medians. It does not apply to sidewalks, private property, or other non-roadway locations.
  • Safety Comes First
    Participants must wear high-visibility apparel, follow traffic control requirements, and comply with directions from law enforcement or traffic personnel.
  • Location Restrictions Apply
    Solicitation is prohibited on limited-access highways, ramps, active construction zones, and locations that could interfere with emergency services.
  • Daylight Hours Only
    Solicitation may occur only during daylight hours unless additional safety measures are approved.
  • Traffic Must Not Be Obstructed
    Solicitors may not delay traffic unnecessarily, touch vehicles, or create unsafe traffic conditions.
  • Violations May Result in Penalties
    Violations are civil offenses and may result in a fine of up to $100 per occurrence and/or revocation of the permit.
  • Right to Appeal
    Applicants whose permits are denied or revoked may appeal to the Shelby County Fiscal Court within 10 days.
